PC Build for a friend

Not going to say who the friend is or anything so I'll let you guys take a guess at that.
His budget is $1000 and he's looking for something to mostly game on. I'll update any information as I get more from him, you guys just ask what you need me to ask him since I don't know THAT much about PC building. NOTE: I'm assuming his budget is pretty flexible so he could probably go a couple hundred above $1000 I think.
MORE NOTES: I have any HDD costs covered, and I have an extra dual channel DDR3 kit of ram here too, so that should cut some costs.
