Seriously though. There are probably thousands of tutorials on this
You can either use a multitude of animation programs such as gimp or flash, or you can use the animation that comes with photoshop. As far as explaining how to do it, your better off looking up a tutorial.

Just go to File > Save for Web & Devices > Save > Images only. (make sure its a .gif :) )
